How are the guidelines for road design developed?

Guidelines for road design and road layout are published by CROW, the knowledge platform for infrastructure, traffic, transport and public space in the Netherlands. These guidelines are made in so-called CROW working groups which are formed by traffic and road safety experts from various local authorities, consultancy firms and knowledge institutes. The guidelines are often a compromise between accessibility, environment and safety. Where possible, guidelines are substantiated by scientific knowledge, but as yet not sufficient scientific knowledge is available for all aspects.
