Despite the fact that safety belt use is proven to prevent passenger injuries, safety belt use rates are still far below 100 percent in most countries. This review focuses first on some countries with relatively high user rates, then reviews some measures that have been used (or could have been used more effectively) to increase wearing rates. Thirdly the paper takes a closer look at the countries with high seat belt user rates to see whether they have some factors in common which could explain the progress made.
