Zijreflectie bij fietsen

Per 1 januari 1987 is in Nederland zijreflectie in de vorm van wielcirkels aan beide wielen voor alle fietsen verplicht gesteld. Globaal vanaf deze ingangsdatum tot 1994 heeft de SWOV de aanwezigheid van deze wettelijk voorgeschreven zijreflectie geïnventariseerd. Dit is gebeurd door middel van observaties in fietsenstallingen bij middelbare scholen, bij stations van de Nederlandse Spoorwegen (NS) en bij het ministerie van Binnenlandse Zaken (BiZa). Doel van deze inventarisatie was een reeks cijfers te verkrijgen op basis van observaties op dezelfde locaties, verspreid in de tijd. Met deze reeks beoogt de SWOV de ontwikkeling in de aanwezigheid van zijreflectie zichtbaar te maken. Het onderzoek heeft niet tot doel een representatief beeld te geven van fietsend Nederland. Bij de laatste observaties, in februari 1994, bleek dat ongeveer 72% van de fietsen in stallingen van middelbare scholen en ongeveer 77% in stallingen van bedrijven (NS en BiZa) voorzien was van zijreflectie aan beide wielen. Het aandeel fietsen met zijreflectie in stallingen van scholen nam toe van 11% eind 1986, tot ongeveer 78% in 1988. Daarna kwam deze continue groei tot staan en nam laatstgenoemd percentage iets af, tot ongeveer 72% in 1994. In bedrijfsstallingen bleef het aandeel fietsen met zijreflectie aanvankelijk iets achter ten opzichte van dat in schoolstallingen. Het nam toe van circa 8% eind 1986 tot circa 67% in 1988. Ook daarna nam dit aandeel echter nog toe, te weten tot ongeveer 74% in 1994. De lichte teruggang in aanwezigheid van zijreflectie bij fietsen in schoolstallingen gedurende de observaties in 1993 en 1994 hangt samen met het toegenomen aandeel ATB's (`all terrain bicycles'), een fietstype dat voor een veel geringer deel blijkt te zijn uitgerust met zijreflectie dan `gewone' fietsen. In schoolstallingen bleek in 1993 ongeveer 20% van de aanwezige fietsen een ATB; in 1994 was dit toegenomen tot ongeveer 26%. (Het aandeel ATB's in de bedrijfsstallingen bedraagt slechts enkele procenten). De 480 in 1994 op de gezamenlijke observatieslocaties aangetroffen ATB's zijn nader te onderscheiden in 59 `mountainbikes', 349 `citybikes' en 72 fietsen van het `hybride'-type. Bij ongeveer 90% van de aangetroffen mountainbikes ontbrak zijreflectie geheel, bij citybikes bij 60 tot 70% en bij de hybridefietsen bij ongeveer een kwart. Deze relatief negatieve cijfers omtrent de ATB's worden bevestigd door de gegevens die in 1994 bij enkele detaillisten en bij de RAI-fietsententoonstelling zijn verzameld: bij ongeveer 80% van de aldaar aangetroffen ATB's ontbreekt nog steeds de wettelijk voorgeschreven zijreflectie. De observaties in 1994 leiden tot de volgende conclusies: nog steeds voldoet een aanzienlijk deel (ongeveer een kwart) van de fietsen niet aan de wettelijke eisen inzake zijreflectie. De situatie bij scholen lijkt iets ongunstiger te zijn geworden, die bij bedrijven lijkt iets verbeterd. Sinds de vorige SWOV-rapportage uit 1993 is de geringe aanwezigheid van zijreflectie bij ATB's (met name mountainbikes) niet verbeterd. Dit feit draagt, mede door het toegenomen aandeel ATB's in het fietsenpark (vooral van scholieren) bij tot een negatieve ontwikkeling in de aanwezigheid van zijreflectie. De SWOV is van oordeel dat de cijfers uit 1994 nog sterker dan die uit 1993 aanleiding geven om tot actie over te gaan. De overheid zou in overleg met het bedrijfsleven voor alle typen fietsen uitrustingseisen behoren te formuleren. Alle fietsen die op de markt worden gebracht dienen hieraan te worden getoetst. Bij negatief resultaat dienen deze typen fietsen van de markt te worden geweerd. Een positief toetsingsresultaat kan voor de consument kenbaar worden gemaakt door toekenning van een `keurmerk' of een type goedkeuring
Side reflectors on bicycles Since January 1, 1987, side reflection in the form of wheel circles fitted to both wheels has been compulsory for all bicycles in the Netherlands. From this initial date until 1994, the SWOV has made a general inventory to assess the level of compliance regarding these legally prescribed side reflectors. This assessment was carried out by means of observations at bicycle sheds in three types of location: secondary schools, Dutch railway stations (the NS) and the Ministry of the Interior (BiZa). The inventory was intended to obtain a series of figures, distributed over time and based on observations made at the same locations. With this observation series, the SWOV has tried to gain an impression of how the presence of side reflectors has developed over time. The study is not intended to offer a representative picture of cycles in the Netherlands overall. The most recent observations, made in February 1994, showed that about 72% of cycles stored in the sheds of secondary schools and about 77% of cycles stored in company bicycle sheds (NS and BiZa) were fitted with side reflectors to both wheels. The proportion of cycles with side reflectors in school bicycle sheds rose from 11% at the end of 1986 to about 78% in 1988. Subsequently, this steady growth stagnated, the latter percentage even dropping slightly to reach about 72% in 1994. Observations made at company bicycle sheds showed that the proportion of cycles with side reflectors initially lagged a little behind the figure for bicycles in school sheds. This figure rose from approximately 8% at the end of 1986 to about 67% in 1988. However, this proportion continued to rise after this date, reaching about 74% in 1994. The slight drop in the presence of side reflectors amongst cycles in school bicycle sheds when comparing the observations made in 1993 and 1994 relates to the increased number of ATBs (`all terrain bikes'), a cycle type which is far less often equipped with side reflectors than `ordinary' bicycles. ATBs represented about 20% of the cycles in school sheds in 1993; this figure had risen to about 26% in 1994. (The proportion of ATBs in company sheds remained restricted to a few percent only). The 480 ATBs noted in the collective observation locations in 1994 can be further subdivided into 59 mountain bikes, 349 city bikes and 72 bikes of the hybrid type. About 90% of the mountain bikes seen lacked side reflectors entirely, as did 60 to 70% of city bikes and about one quarter of hybrid bikes. These relatively negative figures regarding ATBs are confirmed by data collected in 1994 from several retailers and from the RAI Bicycle Fair: about 80% of ATBs displayed there still did not have the legally prescribed side reflectors. The 1994 observations led to the following conclusions: to date, a considerable proportion (about one quarter) of bicycles still fail to meet the legal requirements with respect to side reflectors. The situation at schools appears to have actually worsened somewhat, while the proportion of side reflectors at company bicycle sheds seems to have improved slightly. Since the last SWOV report dating from 1993, the minimal presence of side reflectors amongst ATBs (in particular mountain bikes) has not improved. This fact contributes to a negative development in the presence of side reflectors, due in part to the increased proportion of ATBs in the number of cycles overall (particularly with regard to cycles used by secondary students). The SWOV believes that the 1994 figures offer even more grounds to take action than the figures dating from 1993. The government, in consultation with industry, should formulate equipment requirements for all cycle types. Any bicycle introduced onto the market should be assessed on the basis of these standards. If it does not satisfy the requirements, it should not be permitted onto the market. A positive assessment result can be demonstrated to the consumer by awarding a `hallmark' or another type of product approval
