In dit rapport wordt onderzocht op welke manieren verkeerseducatie wordt gegeven aan nul- tot vierjarige kinderen. Het onderzoek betreft buitenlandse projecten en enkele Nederlandse activiteiten. Geconstateerd wordt dat er op dit terrein weinig georganiseerde verkeersveiligheidsvoorlichting plaatsvindt in Nederland. Bij de verschillende projecten is steeds gezocht naar een antwoord op de vragen naar de probleemanalyse, de leerdoelen, het theoretisch ontwikkelingsmodel, het leermateriaal, de actoren, de implementatie en het effect. De volgende soorten activiteiten werden gevonden: - Verkeersclubs, waar ouders hun kinderen als lid kunnen opgeven; met vaste tussenpozen ontvangen kind en ouder post. - Acties door middel van bemiddelaars; deze bemiddelaars treden in contact met oudergroepen. -Televisieprogramma's; zowel `open-net' als onderwijs-televisie. - Acties gericht op het gebruik van goede beveiligingsmiddelen. -Voorlichting via consultatiebureau's. De voorbeelden maken duidelijk dat keuzes gemaakt moeten worden met betrekking tot na te streven doelen, de mate van integratie met veiligheidsvoorlichting in het algemeen, de leeftijdsgroepen die centraal moeten staan, de stabiliteit van projecten, en samenstelling ervan. Gepleit wordt niet slechts doelen na te streven die de huidige veiligheidssituatie van kinderen betreffen, maar ook verderliggende doelen na te streven: attituden van de kinderen, en een goede betrokkenheid van ouders in de educatie. Op basis van de voorbeelden zijn voor Nederland een aantal opties geschetst. Bij elk zijn voor- en nadelen aangegeven en is getracht de betrokken organisaties en actoren te vermelden. Ten slotte wordt een proefproject voorgesteld, gebaseerd op de geschetste mogelijkheden, voortbouwend op wat er in Nederland reeds aan activiteiten ontplooid wordt door de Stichting Consument en Veiligheid en Veilig Verkeer Nederland. Beleidsaanbevelingen aan de rijksoverheid, vooral gericht op het faciliteren van een goede start en op het mogelijk maken van begeleidend onderzoek, sluiten dit rapport af
Traffic education for children up to four years of age: a survey This report studies the methods by which traffic education is taught to children aged under four. The study mainly relates to projects from abroad. The options that are open in this field in the Netherlands should also be considered; this study represents the first step in that direction. With each of the various projects, the study sought to find an answer to questions relating to the problem analysis, the teaching objectives, the theoretical development model, the teaching material, the parties involved, the implementation and the effect. The following types of activities were found: -Traffic clubs, for which parents can register their children; at regular intervals, child and parent will receive mail on the subject. -Campaigns by means of intermediate parties; these intermediate parties contact parent groups. -Television programmes, including both `open network' and educational television. -Campaigns aimed at the use of proper safety devices. The above examples show that choices have to be made with respect to the designated objectives, the degree of integration with safety information in general, the targeted age groups and the stability and composition of the various projects. It is contended that objectives concerning the current state of children's safety should not be the sole endeavour; less immediate objectives, such as children's attitudes and the suitable involvement of parents in education should also be aimed for. Based on these examples, a number of options have been given for the Netherlands, describing the advantages and disadvantages of each. It is attempted to also note the organisations and factors of influence involved. Finally, a pilot project based on the above options is proposed, in line with the activities already being developed in the Netherlands by the Consumer and Safety Institute, SCV and the Dutch Road Safety Organisation, VVN.
