Veiligheidsaspecten van het concept 'Bypasses voor bereikbaarheid'

Analyse van het concept van TNO Inro in het perspectief van Duurzaam Veilig

De doorstroming op het Nederlandse hoofdwegennet neemt geleidelijk af door een toenemend gebruik en een nagenoeg gelijkblijvende capaciteit. Daarmee komt de bereikbaarheid van de economische centra onder zware druk te staan. TNO Inro presenteerde eind 2000 een oplossingsrichting die inmiddels bekend staat onder de naam ‘Bypasses voor bereikbaarheid’. Het voornaamste kenmerk van dit concept is de introductie van een aanvullend stelsel van ‘onderliggende’ hoofdwegen (OWN) dat een belangrijk deel van het regionale verkeer kan verwerken ter ontlasting van het bestaande hoofdwegennet (HWN). Toepassing ervan leidt volgens TNO Inro tot een aanzienlijke verbetering van de doorstroming en draagt tevens bij tot een vermindering van het aantal verkeersslachtoffers. In opdracht van VIANED, de Vereniging Infrastructuur Aannemers in Nederland, is de SWOV in deze studie nagegaan of ze deze uitkomst wat betreft de veiligheidseffecten kan onderschrijven. Tevens doet de SWOV in dit rapport een voorstel om het wegenstelsel dat TNO Inro introduceert, te laten voldoen aan de eisen van een Duurzaam Veilig Wegverkeer. In een eerste uitwerking heeft TNO Inro twee varianten onderscheiden: een HWN met extra capaciteit door meer rijstroken (HWN+) en een OWN met meer capaciteit door meer rijstroken en soms ongelijkvloerse kruisingen (OWN+). Een vergelijking tussen deze beide TNO-Inro-varianten en de SWOV-variant (waarin het onderliggend wegennet duurzaam-veilig is vormgegeven) laat zien dat de optimalisatie voor veiligheid in de SWOV-variant is terug te vinden, maar dat die (daardoor) een relatief geringere verbetering geeft van de bereikbaarheid. De SWOV-variant heeft namelijk wel veilige ongelijkvloerse kruisingen maar een geringere capaciteit op wegvakken (een rijstrook per richting). Omgekeerd geven de TNO Inro-varianten een grotere mate van bereikbaarheid maar een minder gunstig veiligheidsniveau. Dit komt vooral door de grotere wegvakcapaciteit (twee rijstroken per richting) gecombineerd met (onveiliger) gelijkvloerse kruispunten. Een bereikbaarheidsconcept als door TNO Inro ontwikkeld, verdient aandacht en verdere uitwerking. Voor de verdere uitwerking is vanuit Duurzaam Veilig gezien meer aandacht nodig voor eisen omtrent de maaswijdte van de verschillende wegcategorieën (omvang van verblijfsgebieden, af te leggen afstanden op gebiedsontsluitingswegen ten opzichte van andere wegcategorieën). Ook is er voor gebiedsontsluitingswegen en regionale stroomwegen aandacht nodig voor DV-eisen omtrent het dwarsprofiel (aantal rijstroken per richting, rijstrookbreedte, wel of geen vluchtstrook) en omtrent kruispuntafstanden en aard van de kruispunten (wel of niet ongelijkvloers, wel of geen rotonde). Het verdient aanbeveling een gecombineerd bereikbaarheids- en veiligheidsconcept uit te werken, dat tevens kosteneffectief is. Daarin moeten de uitgangspunten en hoofdprincipes van Duurzaam Veilig beter tot hun recht komen dan in het huidige bereikbaarheidsconcept van TNO Inro.
Road safety aspects of the 'Bypasses for accessibility' concept; Analysis of the TNO Inro concept in the perspective of Sustainably-Safe The traffic flow along the motorways in the Netherlands is gradually getting less because of an increasing use and an almost constant capacity. The accessibility of the economic centres is thus coming under heavy pressure. In late 2000, TNO Inro presented a solution that, in the meantime, is known as ''Bypasses for accessibility"". The main feature of this concept is the introduction of an additional system of ""underlying"" main roads that can handle a large part of regional traffic thus relieving the existing motorway network. According to TNO Inro, their application results in a considerable improvement of the traffic flow and also contributes to a reduction in the number of traffic casualties. The Netherlands Association of Infrastructure Contractors VIANED commissioned SWOV to investigate whether it supports this result about safety effects. At the same time in this report, SWOV proposes that the road network introduced by TNO Inro should meet the requirements of a Sustainably-Safe Road Traffic. In a first elaboration, TNO Inro distinguished two alternatives:1) a motorway network with extra capacity through more lanes and 2) an underlying main road network with greater capacity through more lanes and sometimes split level intersections. A comparison between both TNO Inro alternatives and the SWOV option (in which the underlying road network is designed as being sustainably-safe) shows that the safety optimization is encountered in the SWOV option, but that there is only a relatively slight resulting improvement in accessibility. Although the SWOV option has safe, split level intersections, it only has a limited capacity on road sections (one lane per direction). The opposite is true of the TNO Inro alternatives; they have a greater amount of accessibility but have a lower safety level. This is mainly because of the combination of larger capacity (two lanes per direction) and (less safe) intersections at grade. An accessibility concept, as developed by TNO Inro, deserves attention and further elaboration. For the further elaboration, seen in the Sustainably-Safe perspective, more attention is necessary for the requirements concerning: a) the mesh of the various road categories (size of residential areas, distances traveled on distributor roads compared with other categories); b) the cross section of distributor roads and regional through-roads (number of lanes per direction, lane width, with or without emergency lane); c) intersection spacing; and d) the nature of the intersections (split level or at grade, with or without roundabouts) on distributor roads and regional through-roads. We recommend working out a combined accessibility and safety concept that is, simultaneously, cost-effective. In this, the starting points and main principles of Sustainably-Safe must come out better than in TNO Inro's current accessibility concept.
