In het eerste deelrapport Telematica en ‘duurzaam-veilig' I (Oei, 1998) zijn de toepassingsmogelijkheden van telematicasystemen in ‘duurzaam-veilig' nagegaan. Vijf van deze systemen zijn geselecteerd voor nadere uitwerking. Het zijn systemen waarvan verwacht wordt dat ze op redelijk korte termijn een positieve bijdrage kunnen leveren aan een duurzaam-veilig verkeers- en vervoerssysteem. Dit deel, dat als discussiestuk is bedoeld, behandelt de nadere uitwerking van de vijf systemen: In de verkeersfase: -beheersing op een verkeersader; -monitoring van het verkeer; -intelligente snelheidsadaptor (ISA). In de ongevalsfase: -alarmering; -data-recorder. Beheersing op een verkeersader kan door middel van systemen die automatisch de snelheid beheersen (ISA): beheersing van het voertuig in dwars- en in lengterichting. Monitoring van en communicatie met het verkeer zijn noodzakelijk om het verkeer te kunnen beheersen. Elk specifiek telematicasysteem stelt eigen eisen aan het monitoringssysteem; er zal dus een overlap zijn in deze eisen. Binnen het kader van ‘duurzaam-veilig' is nog niet voorzien in het toepassen van een alarmeringssysteem. Een eenvoudige oplossing is een mobiele telefoon met een 1-1-2 knop, waarmee via stemcommunicatie de aard van de verlangde hulp kan worden ingesproken. Ook kan bevestiging worden gegeven dat de hulp eraan komt. Plaatsbepaling van het toestel gebeurt automatisch door het systeem, evenals identificatie van de houder van het toestel. Toepassing van een data-recorder is reeds mogelijk. Dit systeem heeft een preventieve werking. De volgende maatregelen lijken aanbevelenswaardig: -beproeving ISA; -laterale geleiding van het voertuig; -ontwikkelen monitoringssysteem; -ontwikkelen mobiele alarmtelefoon; -ruimer toepassen data-recorder
Telematics and the sustainably safe concept II: Discussion document for elaborating measures to be considered for realisation The first part of the report entitled Telematics and the sustainably safe concept I investigated the possibilities for application of telematics systems within the sustainably safe concept. Five of these systems were selected for additional elaboration. These were systems expected to contribute positively to a sustainably safe system of traffic and transportation within a reasonably short period of time. This second part, intended as a discussion document, addresses the elaboration of these five systems: 1. The ones to be used in the traffic phase which would: -provide control on a major road; -monitor traffic; -provide an intelligent speed adapter (ISA). 2. The ones to be used in the accident phase which would: -summon emergency services; -provide a data recorder. Control on a major road is possible by using systems that control speed automatically (ISA) by latural and longitudinal control of the vehicle. Monitoring of and communication with traffic are required for controlling traffic. Each type of telematics system places its own requirements on the monitoring system which means that there will be overlaps in these requirements. The sustainably safe framework does not yet have a system to summon emergency services. A simple solution would be a mobile telephone with a SOS button so that the desired assistance could be summoned by means of voice communication. The person summoning assistance could also receive confirmation that help is on the way. The system would automatically determine the location of the mobile phone as well as the identification of the owner of the apparatus calling. The use of a data recorder is already possible. This system has a preventive function. The following measures appear worthy of recommendation: -testing ISA; -lateral guidance of the vehicle; -developing a monitoring system; -developing a SOS system to summon help; -broader application of data recorders
