Dit rapport gaat in op een van de nieuwe principes binnen de geactualiseerde Duurzaam Veilig-visie: sociale vergevingsgezindheid. Het rapport begint met de vraag hoe sociale vergevingsgezindheid past binnen de visie op duurzaam veilig wegverkeer. Daarnaast gaat dit rapport in op relevante begrippen uit de (overwegend psychologische) literatuur. Tot slot komt een aantal voorstellen aan de orde voor vervolgonderzoek naar sociale vergevingsgezindheid. Daarmee geeft deze verkenning inzicht in het belang en de mogelijkheden van sociale vergevingsgezindheid als principe binnen de Duurzaam Veilig-visie. Definitie van sociale vergevingsgezindheid Om een theoretische verkenning van sociale vergevingsgezindheid te kunnen uitvoeren, is het noodzakelijk om een eenduidige definitie van het begrip formuleren. Dat doen we door het principe van sociale vergevingsgezindheid van vier kanten te benaderen: het doel, de aanleiding, de verschillende componenten uit het begrip en de intuïtieve betekenis. Op basis daarvan gaat dit rapport uit van de volgende definitie van sociale vergevingsgezindheid: De bereidheid te anticiperen op een potentieel onveilige handeling van een andere verkeersdeelnemer en zo te handelen dat negatieve consequenties van deze potentieel onveilige handeling worden voorkomen of ten minste beperkt. Sociale vergevingsgezindheid binnen Duurzaam Veilig In de oorspronkelijke Duurzaam Veilig-visie was de mens, met al zijn mogelijkheden en beperkingen, de maat der dingen en moest het verkeerssysteem worden aangepast aan de menselijke maat. De visie maakte daarvoor gebruik van drie principes voor de inrichting van het verkeerssysteem (functionaliteit, homogeniteit en herkenbaarheid), die ervoor moesten zorgen dat mensen minder vaak fouten zouden maken die ook minder vaak tot ernstig letsel zouden leiden. Bij het voorkómen van ongevallen en/of letsel, zijn ook de (sociale) interacties tussen mensen onderling van belang. Daarom is in de geactualiseerde Duurzaam Veilig-visie het principe van sociale vergevingsgezindheid toegevoegd. Bepalende factoren voor sociaal vergevingsgezind handelen Hoewel sociale vergevingsgezindheid een nieuw principe is dat nog niet eerder onder deze noemer is onderzocht, is er wel onderzoek gedaan naar factoren die relevant lijken voor een verdere uitwerking van dit principe. In dit rapport gaan we in op een aantal van deze factoren. Daarbij onderscheiden we drie clusters van factoren die vermoedelijk beïnvloeden of en in welke mate iemand sociaal vergevingsgezind zal handelen. Ten eerste kijken we naar de mate waarin verkeersdeelnemers sociaal vergevingsgezind kunnen handelen. Er zijn verschillende factoren die beïnvloeden of iemand cognitief in staat zal zijn om te anticiperen op de interactie situatie en sociaal vergevingsgezind te handelen. Dat kan bijvoorbeeld gaan om de vraag of een automobilist adequate verwachtingen heeft, en of hij intenties van anderen kan herkennen. Ten tweede kijken we naar de mate waarin verkeersdeelnemers sociaal vergevingsgezind willen handelen. Zo zijn er ook verschillende factoren die kunnen beïnvloeden of iemand gemotiveerd zal zijn om sociaal vergevingsgezind te handelen. Hierbij valt te denken aan het hebben van een algemene neiging anderen te vergeven, aan de manier waarop iemand het gedrag van een ander interpreteert, maar ook aan de heersende normen. Deze twee factoren, kunnen en willen, kunnen ook in combinatie relevant zijn voor sociaal vergevingsgezind handelen. Voorbeelden daarvan zijn rijervaring, rijstijl en het wisselen van perspectief. Ten derde speelt de setting waarbinnen de interactie zich afspeelt een rol. Die setting hangt samen met bovengenoemde factoren. Zo zal een kruising waarbij de zijwegen zeer slecht zichtbaar zijn, verkeersdeelnemers beperken in de mate waarin ze sociaal vergevingsgezind kunnen handelen. Maar ook een verkeerslicht dat telkens zeer kort op groen staat bij een drukke kruising, kan de mate waarin verkeersdeelnemers sociaal vergevingsgezind willen handelen beperken. Aanbevelingen voor nader onderzoek Er zijn verschillende aanknopingspunten voor vervolgonderzoek naar sociale vergevingsgezindheid. Zo is er nog weinig bekend over het soort ervaring dat met name van belang is voor sociale vergevingsgezindheid. Verder wijst de literatuur over rijstijlen op een behoefte aan fundamenteel onderzoek naar rijstijlen die voor een belangrijk deel worden gekenmerkt door gedragingen die van belang lijken voor sociaal vergevingsgezind handelen. Het zou ook interessant zijn om na te gaan in hoeverre dit type rijstijl aan te leren is, wat relevant zou kunnen zijn voor educatie en de rijopleiding Er zijn ook mogelijkheden voor vervolgonderzoek naar de motivatie van verkeersdeelnemers om sociaal vergevingsgezind te handelen. Dat onderzoek kan bijvoorbeeld zijn gericht op attributie van gedrag in het verkeer (de interpretatie van het gedrag van anderen), of op de mate waarin iemand in staat is onderscheid te maken tussen onbedoelde fouten en doelbewuste overtredingen. Verder onderzoek kan ook inzicht geven in de mate waarin aanpassingen van de setting (zoals toegepast in Shared Space) sociaal vergevingsgezind handelen kunnen beïnvloeden.
Social forgivingness; A theoretical exploration This report explores one of the new Sustainable Safety principles that was introduced in the update of the Sustainable Safety vision: social forgivingness. The report first looks at how social forgivingness fits into the vision of a sustainably safe road traffic. In addition, the report discusses relevant concepts from (mainly psychological) literature. Finally, some suggestions are made for future studies into social forgivingness. Consequently, this exploration gives insight in the importance and the possibilities of social forgivingness as a principle in the Sustainable Safety vision. Definition of social forgivingness An unambiguous definition of social forgivingness is required in order to make a theoretical exploration of social forgivingness. We arrive at this definition by looking at the social forgivingness principle from four different angles: the purpose, the cause, the different components of the concept, and the intuitive meaning. With this as a basis, this report uses the following definition of social forgivingness: The willingness to anticipate on potentially unsafe actions of another road user and to act in such a way that negative consequences of a potentially unsafe action are prevented or at least limited. Social forgivingness within Sustainable Safety In the original Sustainable Safety vision, the human being, with all his possibilities and limitations, was taken as the measure of all things, to which the traffic system had to be adapted. To achieve this, the vision made use of three principles for the organization of the traffic system: functionality, homogeneity, and recognizability. These principles were to ensure that people commit fewer errors, so that serious injury will be less frequent. The (social) interaction between people is also important for the prevention of crashes and/or injury. Therefore the social forgivingness principle was included in the advanced Sustainable Safety vision. Decisive factors for acting in a socially forgiving manner Although social forgivingness is a new principle that has not as such been investigated, factors that seem relevant for further elaboration of this principle have been previously researched. In this report some of these factors are discussed. To this end, three clusters of factors are distinguished that are expected to have an influence on whether and to what extent somebody will act in a socially forgiving manner. First we examine the extent to which road users are capable of acting in a socially forgiving manner. There are several factors that have an effect on whether a person will be cognitively capable of anticipating the interaction situation and of acting in a socially forgiving manner. This can, for example, involve the question of whether a driver has adequate expectations, and whether he is capable of recognizing the intentions of other road users. Next, we look at the extent to which road users are willing to act in a socially forgiving manner. There are also different factors that can influence whether someone is motivated to act in a socially forgiving manner. Possible factors are a general tendency to forgive others, the way in which someone interprets the behaviour of others, but also the prevailing standards. Also a combination of these two factors, being capable of and being willing to, can be relevant for acting in a socially forgiving manner. Examples of where both factors are combined are driving experience, driving style, and perspective taking. A third factor is the setting in which the interaction takes place. This setting is related to the factors that were mentioned above. For example, a junction with a very limited view of the intersecting roads will limit road users in the extent to which they are capable of acting in a socially forgiving manner. On the other hand, a traffic light at a busy intersection that is green for only a very brief amount of time can limit the extent to which road users are willing to act in a socially forgiving manner. Recommendations for further research There are several points of departure for future research into social forgivingness. For example, little is known about the type of experience that is particularly important for social forgivingness. Furthermore, the literature about driving styles indicates a need for fundamental research of driving styles that are largely distinguished by behaviours that seem to be important for acting in a socially forgiving manner. It would also be interesting to investigate to what extent this type of driving style can be acquired; this could be interesting for education and the driver training. There are also possibilities for further research into the motivation of road users to display socially forgiving behaviour. This research could, for example, investigate the attribution of behaviour in traffic (the interpretation of other road users' behaviour), or the extent to which someone is capable of distinguishing between (unintended) errors and (intentional) violations. Further study can also give insight in the extent to which adaptations of the setting (as is done in Shared Space) can affect socially forgiving behaviour.
