Aan de hand van beschikbare literatuur is nagegaan welke verkeersveiligheidseffecten zijn te verwachten bij algemene toepassing van de ‘cruise control'. Er is weinig literatuur over studies aangetroffen waarin primair het verkeersveiligheidseffect was onderzocht. Wel bleek dat met het toepassen van een cruise control - met name via praktijkproeven met en zonder cruise control - behalve positieve effecten met betrekking tot het individuele brandstofverbruik, ook positieve veiligheidseffecten zijn te verwachten. Deze hangen samen met een lagere taakbelasting van de bestuurder, een lagere gemiddelde rijsnelheid en een stabielere verkeersstroom. Op theoretische gronden is een zeer groot verkeersveiligheidseffect te verwachten bij algemene toepassing van de cruise control op autosnelwegen: een reductie van 50% van het aantal dodelijke ongevallen met personenauto's. Dit grote effect hangt samen met de inschatting dat door algemene toepassing van de cruise control, de gemiddelde snelheid enigszins en de snelheidsspreiding fors omlaag gaan op deze wegen. Daardoor ontstaan minder rijstrookwisselingen, minder inhaalmanoeuvres en minder rembewegingen, wat weer tot minder ongevallen leidt. Aanbevolen wordt de meer algemene toepassing van cruise control in personenauto's te stimuleren door middel van een financiële tegemoetkoming bij aanschaf. Hiervoor wordt zowel aan de overheid als aan de autobranche gedacht. In een eventuele vervolgstudie kan nog nader op effecten in de praktijk worden ingegaan aan de hand van enquêtes onder gebruikers. De aanwezigheid van cruise controls in het huidig autopark dient vastgesteld te worden. Een mogelijke specifieke toepassing van de cruise control is die bij auto's met caravans, waarbij zowel het comfort-aspect als het veiligheidseffect duidelijk aan de orde is
Cruise control in passenger cars Based on the literature available, a survey was carried out on the anticipated road safety effects of a general introduction of ‘cruise control'. The survey found little evidence of studies primarily investigating the road safety effect of cruise control. Those effects which were examined (mainly through practical tests with and without cruise control) showed that in addition to positive effects governing individual fuel consumption, cruise control was also likely to lead to positive road safety effects. This was linked to the fact that drivers would have fewer tasks to perform, the fact that they would be driving at lower average speeds and the fact that the flow of traffic would be more ‘stable'. On theoretical grounds, these studies anticipate a significant road safety effect following the general introduction of cruise control on motorways in the form of a 50 per cent reduction in the number of fatal accidents involving passenger cars. This dramatic effect is linked to the calculation that the widespread introduction of cruise control would slightly reduce average speeds and significantly reduce the distribution of speeds on these types of road. This would result in fewer changes of lane, less overtaking and less braking, all of which would lead to fewer accidents. The studies recommend encouraging a more widespread fitting of cruise control in passenger cars through the provision of a financial incentive when the car is being purchased. This incentive could be provided both by the government and by the car industry. A follow-up study could be used to further examine the practical effects of the introduction of cruise control by means of a survey among users. It should also be used to find out how many cars are currently fitted with a cruise control device. One possible specific application of cruise control is in cars towing caravans, for which comfort is an important factor as well as road safety
