In dit rapport wordt de totstandkoming van de Perspectievennota Verkeer & Vervoer en het beleidsvoornemen Nationaal Verkeers- en Vervoersplan (NVVP) in de periode van oktober 1997 tot oktober 2000 beschouwd. Daarbij is enerzijds de sociaal-interactieve kant van de besluitvorming en anderzijds de analytisch inhoudelijke kant onderzocht. Het onderzoek beoogt antwoord te geven op drie onderzoeksvragen: - In welke mate is een efficiënt en effectief verkeersveiligheidsbeleid vastgesteld in het NVVP? -Op welke manier kan de vaststelling van dit beleid verklaard worden uit: a.de sociale interactie die vooraf ging aan de besluitvorming over het NVVP? b.de beschikbare, gewenste of gebruikte verkeersveiligheidsinformatie, of de informatie waaraan behoefte bestond, maar die niet beschikbaar was? -Hoe kan het beleid zo nodig in de toekomst verbeterd worden? Uit het onderzoek kan de conclusie worden getrokken dat in de Perspectievennota de belangrijkste keuzen op het gebied van verkeersveiligheid zijn weergegeven. Gemist worden echter een kritische reflectie op de taakstelling en de introductie van onorthodoxe of nog niet eerder besproken keuzen. Deze twee punten maken het document niet voldoende effectief om als uitgangspunt te dienen voor het schrijven van een beleidsvoornemen. In het beleidsvoornemen zijn dan ook dezelfde punten terug te vinden. Ook hier wordt de taakstelling nauwelijks ter discussie gesteld en worden geen vernieuwende gezichtspunten aangevoerd of aanknopingspunten gegeven voor beleid na 2010. Het beleid tot 2010 is, naar de maatstaf van de huidige taakstelling, effectief en ook efficiënt te noemen. Van beleidsvernieuwing is echter nauwelijks sprake. De vaststelling van het beleid kan uit sociaal-interactief oogpunt mogelijk verklaard worden door: -het al dan niet bestaan van een aparte arena voor verkeersveiligheid; -de snelheid waarmee de arena wordt ingeperkt op het gebied van probleemstelling, oplossingen, actoren en tijd; -de beïnvloedingsmogelijkheden door de verschillende actoren; deze zijn groter indien men formele gezagsdrager is of het beleid heeft geïnitieerd of indien een actor over voldoende hulpbronnen beschikt; -het al dan niet scheiden van de regisserende en inhoudelijke rol van de spelmanager. Vanuit inhoudelijk-analytisch oogpunt zijn de volgende verklaringen mogelijk: -bij grote tijdsdruk wordt in het besluitvormingsproces gebruik gemaakt van parate kennis; -beleidsmakers maken slechts gebruik van onderzoek dat door henzelf is aangevraagd voor de onderbouwing van een reeds gevolgde koers; -beleidsmakers negeren een niet gewenste boodschap in gevraagde informatie; -relevante informatie wordt te laat of in het geheel niet opgevraagd; -informatie die wel aanwezig is en die door de beleidsmakers ook gevraagd wordt, wordt niet gebruikt.
Decision-making in the Dutch National Traffic and Transport Plan (NVVP); Phase 2: road safety in the Perspectives Note and the policy intention This report discusses how the Perspectives Note Traffic and Transport and the policy intention National Traffic and Transport Plan (NVVP) came about during the period October 1997 to October 2000. A study was made of, on the one hand, the social-interactive side of the decision-making process and, on the other hand, the analytical side, having to do with the contents of the process.. The study attempts to answer the following research questions: - To what extent has an efficient and effective road safety policy been determined in the NVVP? -In which way can the determination of this policy be explained from: a.the social interaction that preceded the decision-making process of the NVVP? b.the road safety information that was available, required or used; or the information that was required, but was not available? -How, if necessary, can the policy be improved in the future? The conclusion that can be made from the study is that the Perspectives Note presents the most important road safety choices. However, what are missing are a) a critical reflection on the target figure and b) the introduction of unorthodox choices or choices not yet discussed. These two points make the document insufficiently effective to be used as the starting point for writing a policy intention. The same omissions are also to be found in the policy intention. This also hardly discusses the target figure; neither does it introduce new points of view, nor provide points of departure for policy after 2010. The policy up to 2010, by present target figure standards, may be called effective and also efficient. There are, however, hardly any policy innovations. The determination of the policy may, from a social-interactive point of view, be explained by: -the existence, or lack of, a separate arena for road safety; -the speed at which the arena is limited as far as problem definition, solutions, actors, and time are concerned; -the opportunities of the various actors to exercise their influence - these are greater if one is a formal authority, or has initiated the policy, or if an actor has sufficient resources; -the separation, or lack of separation, of the directive role of the manager and his role as regards content. From the analytical point of view, as regards content, the following explanations are possible: -under great pressure of time, ready knowledge is used in the decision-making process; -policy makers only use research that they themselves requested to support a course already being followed; -policy makers ignore an undesired message in the information required; -relevant information is either requested too late or not at all; -information that is available, and was requested by the policy makers, is not used.
