Beoordeling van de compleetheid en representativiteit van VIPORS 1994

VIPORS is een nieuw registratiesysteem van slachtoffers van verkeersongevallen. Het betreft slachtoffers die zich voor behandeling op de Eerste Hulp-afdeling van een ziekenhuis melden. VIPORS is opgezet in opdracht van de Adviesdienst Verkeer en Vervoer (AVV) van Rijkswaterstaat, ter aanvulling en versterking van de Verkeersongevallenregistratie van AVV/BG. Als meerwaarde biedt VIPORS letselgegevens en de mogelijkheid om de werkelijke aantallen slachtoffers bij Eerste Hulp-afdelingen in Nederland te bepalen door eenvoudige ophoging. Door middel van vervolgonderzoek kunnen in een later stadium nadere gegevens van het betreffende ongeval en het slachtoffer worden verkregen, zoals de ontwikkeling van het letsel. VIPORS-gegevens zijn per kwartaal beschikbaar. VIPORS is onderdeel van het PORS, het Privé Ongevallen Registratie Systeem van de Stichting Consument en Veiligheid (SCV). In dit rapport wordt verslag gedaan van de beoordeling van de mate van representativiteit en compleetheid van VIPORS 1994, het eerste operationele jaar van de registratie. Eerst is bepaald of slachtoffers in de dertien ziekenhuizen die deel uitmaken van de VIPORS-steekproef een goede afspiegeling zijn van slachtoffers in alle ziekenhuizen in Nederland; hiervoor zijn de bestanden van AVV/BG en SIG (het LMR-bestand) gebruikt. De mate van overeenkomst was zeer groot, ondanks het feit dat de VIPORS-ziekenhuizen geen landelijke spreiding over Nederland vertonen. Vervolgens zijn VIPORS-gegevens van 1994 vergeleken met qua definitie overeenkomstige gegevens van AVV/BG 1994, LMR 1993 en OIN 1992-1993. Bij vergelijking met de gegevens van AVV/BG, kwamen grote verschillen voor, met name bij de wijze van verkeersdeelname en de leeftijd van het slachtoffer. De aard en de grootte van deze verschillen zijn geheel in lijn met wat bekend is over de mate van representativiteit en compleetheid van de gegevens van AVV/BG. Ten aanzien van LMR-gegevens uit 1993 (recentere gegevens zijn nog niet beschikbaar) is sprake van een grote mate van overeenkomst van de verdelingen van relevante variabelen. Een onverwacht grote afwijking werd gevonden bij vergelijking van de aantallen slachtoffers in beide bestanden. In VIPORS werd ongeveer 70% van de aantallen in de LMR (in dezelfde dertien ziekenhuizen) aangetroffen. Hoewel een aantal verklaringen voor deze discrepantie kunnen worden verondersteld, is het grote verschil een directe aanleiding tot de aanbeveling om nader onderzoek te verrichten naar dit verschijnsel. Ten opzichte van de overeenkomstige gegevens uit OIN 1992-1993 zijn nagenoeg geen verschillen vastgesteld. Geconcludeerd wordt dat het VIPORS-bestand een voldoende representatief beeld geeft van de werkelijke aard van de slachtoffers van verkeersongevallen die zich voor behandeling melden op de Eerste Hulp-afdelingen van ziekenhuizen in Nederland. Met behulp van een ophoogmethodiek die is afgeleid van de werkwijze bij het PORS is de omvang van de groep verkeersslachtoffers in Nederland bepaald. Vooralsnog is hierbij sprake van een bandbreedte in het resultaat, omdat geen voorkeur kan worden bepaald voor één van de mogelijke berekeningen. Het resultaat loopt van 110.000 tot 139.000 slachtoffers. De ophoogfactor die hierbij gebruikt wordt, loopt van circa acht tot circa tien. De verwachting is dat in volgende jaren en nadat het aanbevolen nader onderzoek naar gebleken discrepanties heeft plaatsgevonden, een scherper afgebakende omvang kan worden bepaald
Assessment of the comprehensiveness and representativeness of VIPORS over the year 1994 VIPORS is a new registration system for road accident victims. Itconcerns road accident victims who report for treatment to the First Aid department of a hospital. VIPORS was set up at the request of the Netherlands Transport Research Centre AVV of the Ministry of Public Works, to supplement and reinforce the Road Accident Registration of the AVV/BG. As added value, VIPORS offers injury data and a means to determine the actual figures for road accident victims at First Aid departments in the Netherlands by means of simple incrementation. Through a follow up study, further details of the accident and the victim in question, such as how the injury progresses, can be obtained at a later stage. VIPORS data are available on a quarterly basis. VIPORS is part of the PORS, the Private Accident Registration System of the Consumer and Safety Foundation (SCV). This report describes an assessment of the degree of representativeness and comprehensiveness of VIPORS 1994, the first operational year of registration. It was first determined whether victims in the thirteen hospitals that formed part of the VIPORS random sample are a good reflection of victims throughout hospitals in the Netherlands; the databases from AVV/BG and SIG (the LMR database) were used for this purpose. The degree of correspondence was very high, despite the fact that the VIPORS hospitals do not show a nationwide distribution across the Netherlands. Next, VIPORS data from 1994 were compared with similar data (as regards definition) from the AVV/BG 1994, the LMR 1993 and OIN 1992-1993. In comparison with the data from AVV/BG, large differences were found, particularly concerning the manner of traffic participation and the age of the victim. The nature and scope of these differences are entirely in keeping with what is known about the degree of representativeness and comprehensiveness of the data from AVV/BG. With respect to the LMR data from 1993 (more recent data are not yet available), there is question of a large degree of correspondence between the distributions of the relevant variables. An unexpectedly large deviation was found when comparing the number of road accident victims in the two databases. VIPORS included about 70% of the population given in the LMR (in the same 13 hospitals). Although a number of explanations for this discrepancy could be assumed, the great difference offers immediate grounds for recommending that further research be conducted into this phenomenon. With respect to the corresponding data from OIN 1992-1993, virtually no differences were noted. It is concluded that the VIPORS database gives a sufficiently representative impression of the actual nature of road accident victims who report for treatment to the First Aid departments of hospitals in the Netherlands. Using an incrementation methodology derived from the approach used by the PORS, the size of the population of road accident victims in the Netherlands can be determined. To date, a differential can be seen across the result, as no preference can be given for a specific method of calculation. The result ranges from 110,000 to 139,000 road accident victims. The incrementation factor used in this regard ranges from about eight to about ten. It is anticipated that in the coming years, after the recommended follow-up study into the observed discrepancies has taken place, a more sharply delineated population size can be determined
