Het wijzigen van de achterlichtconfiguratie van personenauto's is alleen toegestaan als de Europese reglementering hiervoor ruimte biedt. Dit betekent dat vele nieuwe, en soms ook nuttige vindingen niet mogen worden toegepast. In Europees verband staat dit punt nu ter discussie. Vanuit Nederland bestond behoefte met een duidelijk standpunt omtrent eventuele toekomstige veranderingen te komen in het Europese overleg. Daarom heeft de Adviesdienst Verkeer en Vervoer van Rijkswaterstaat (AVV) de SWOV gevraagd een basisdocument op te stellen over de relatie tussen achterlichtconfiguratie en de verkeersveiligheid. Het onderzoek berust op de bestudering van de belangrijkste internationale onderzoeken van de laatste tien jaar. Om als bestuurder de rijtaak in een volgsituatie goed te kunnen uitvoeren, speelt de achterlichtconfiguratie een belangrijke rol. Een goede signalering draagt voor een groot deel bij aan het voorkomen van achteraanrijdingen. Hiervoor is zeker aandacht nodig, gezien de recentelijke toename van het aantal achteraanrijdingen: in Nederland een verdubbeling over een periode van tien jaar. Bij visuele attendering zijn onder meer de volgende aspecten belangrijk: het scheiden dan wel groeperen van functies; de codering met kleuren; lichtintensiteitswaarden; continu brandend of met een interval. Ook de afstemming van de lichtintensiteit van de diverse lampen (met name de remlichten) op de omgevingsverlichting (mist, dag versus nacht) is van belang. Behalve variatie in de lichtintensiteit, is variatie in het lampoppervlak ook een mogelijkheid om de visuele attendering te verbeteren (bijvoorbeeld de toepassing van een lichtbalk). In het rapport komen diverse technische ontwikkelingen ten aanzien van remlichten aan de orde: - extra signalering bij krachtig remmen (wat ‘krachtig remmen' is, dient nog een punt van nadere studie te zijn); - adaptieve lichtsterkte-regelingen (met een luminantie-sensor kan de lichtintensiteit van de lampen overdag worden geregeld); - het Red Alert-systeem (vroegtijdige activering van de remlichten bij het snel loslaten van het gaspedaal); - het sneller bereiken van de maximale lichtintensiteit (voorverwarming; hogere aanvangsspanning; toepassing van de neonbuis of LED's); - het beter benutten van het derde remlicht (alleen activeren bij krachtig remmen en/of bij slechte weersomstandigheden en/of bij geactiveerde mistachterlichten). Voor de langere termijn zal rekening moeten worden gehouden met toekomstige ontwikkelingen op het gebied van de informatie-technologie (afstand houden, volgsystemen, enzovoort). Gezien de hoeveelheid onderwerpen en innovaties, wordt aanbevolen te starten met een probleemanalyse, zoals de specificatie van het probleem (het belang van sneller/beter opvallen van lampen, de noodzaak van verstrekking van extra informatie) en de vaststelling van de speelruimte die de Europese regelgeving biedt om de reglementen aan te passen. Het voorliggende rapport biedt het basismateriaal voor zo'n analyse.
Literature study into rear-light units: an overview of the literature on rear lights and rear-light units. Modifications to rear-light units of passenger cars are only permitted if European regulations allow them. The result is that many new, and sometimes useful, inventions cannot be used. Within the European framework, this is now a point of issue. Within these discussions, the Netherlands needs to make its position clear concerning possible future changes. For this reason, the Netherlands Transport Research Centre has requested SWOV to draw up a criteria document on the relation between rear-light units and road safety. The research is based on major international investigations of the last ten years. For a driver to correctly handle the situation when travelling behind another vehicle, the rear-light unit needs to be given major consideration. Good signalling goes a long way towards preventing rear-end collisions. This is a subject that deserves attention because of the recent increase in the number of such accidents: in the Netherlands alone, a doubling has occurred during the last ten years. Concerning visual warning, the following aspects, among others, are significant: the separating or grouping of functions; coding with colours; levels of light intensity; and continuous or interval illumination. Matching the light intensity of the different lamps (particularly the brake lights) to ambient lighting conditions (fog, daytime versus nighttime) is important. Besides variation in the light intensity, variation in the surface area of lamps also offers the possibility to improve visual alertness (for example, through the use of a light bar). The report considers different technological developments concerning brake lights: - additional signalling for hard braking (the definition of ‘hard braking' needs further study); - adaptive light-strength regulators (an illumination sensor can be used to control the light intensity of lamps in daylight); - red-alert systems (early activation of the brake lights when the accelerator pedal is suddenly released); - reaching the maximum light intensity quicker (pre-heating, higher initial voltage, use of neon lamps or LEDs); - better use of the third brake light (only during hard braking, bad weather conditions, and/or when the rear fog lights have been switched on). In the long term, the possibilities offered by information technology will need to be considered (automatic distance maintenance, monitoring systems, and the like). Given the number of subjects and innovations, it is recommended to begin with a problem analysis. In other words, specification of the problem (the importance of lights being noticed quicker and/or more effectively, and the need to distribute additional information), together with determination of the scope that European regulations offer for adapting the rules. This report provides the basic material for such an analysis.
