Aanbod en resultaten van verkeerseducatie: een onderzoeksopzet

In dit werkdocument wordt onderzoek voorbereid naar het verkeerseducatieaanbod in de basisvorming en naar de resultaten van dit aanbod bij leerlingen. Deze activiteiten worden uitgevoerd in opdracht van het Ministerie van Onderwijs, Cultuur en Wetenschappen omdat de minister, na kamervragen, meer duidelijkheid wenst over kwantiteit en kwaliteit van de verkeerseducatie. De deelstudie naar het verkeerseducatieaanbod moet een representatief beeld geven; representatief voor de drie eerste leerjaren van het voortgezet onderwijs, voor diverse vakken die voor verkeerseducatie in aanmerking komen, en voor de verschillende vormen van onderwijs. Ook zal het aanbod in verschillende provincies met elkaar worden vergeleken. Voor deze studie zullen docenten van verschillende scholen gevraagd worden een vragenlijst in te vullen. De vragen hebben betrekking op de tijdsbesteding aan het verkeersonderwijs in het algemeen, en aan verkeersveiligheidsonderwijs in het bijzonder. Bovendien wordt gevraagd in hoeverre men gebruik maakt van vak-lesmateriaal of specifiek verkeerslesmateriaal of verkeersprojectmateriaal. Aan de docenten wordt tevens gevraagd hoe de materialen beoordeeld worden, en of men meer tijd voor verkeerseducatie gewenst acht. Tenslotte wordt gevraagd naar ervaringen met ondersteunende instanties, en naar de behoefte aan deze steun. De diverse stappen in bovenstaand deelonderzoek worden in dit rapport beschreven: de ontwikkeling van de vragenlijst, de wijze van steekproeftrekking (er zullen 5400 vragenlijsten verstuurd moeten worden) en de verwerking, analyse en rapportage van de uitkomsten. De voorbereiding en uitvoering van het onderzoek zal plaatsvinden in samenwerking met het Cito. Gestreefd wordt naar voltooiing in de zomer van 1999. De kosten van dit deelonderzoek worden geraamd op f146.540,- (incl. BTW). De opzet van het leerlingenonderzoek naar de resultaten van verkeerseducatie wordt in dit rapport globaal beschreven. Uitgangspunt is het ontwikkelen van een meetinstrument dat voor herhaling vatbaar is, en dat de kennis, (cognitieve) vaardigheden en attitudes van leerlingen vaststelt na de basisvorming, gerelateerd aan de eisen die experts in 1998 geformuleerd hebben. Met dit meetinstrument wordt een beginsituatie van de resultaten van verkeerseducatie vastgesteld. Deze stand van zaken kan aanleiding zijn voor verdere inspanningen om kerndoelen van de basisvorming beter vorm te geven en het onderwijs te vernieuwen. Hetzelfde meetinstrument kan dan in een later stadium gebruikt worden om het vernieuwde onderwijs te evalueren. De zestien domeinen (leerdoelen of kerndoelen) van de lijst met expert-eisen, zullen concreter worden uitgewerkt, zodat vragen kunnen worden afgeleid en de leerlingentoets geconstrueerd kan worden. Gedacht wordt aan 180 vragen, waarvan 6000 leerlingen elk 35 vragen, in verschillende combinaties, beantwoorden. Op deze wijze kan een representatief beeld verkregen worden van de resultaten van diverse vormen van onderwijs. De gevonden onderwijsresultaten zullen ook in verband gebracht worden met het onderwijsaanbod. Kosten en tijdsplanning van dit deelonderzoek zijn nog niet vastgesteld
Design of a questionnaire study among secondary school pupils This document prepares a study of the traffic education supply/availability in the first 2 or 3 years in the Netherlands' secondary schools, and of its results among pupils. These activities are being conducted as commissioned by the Ministry of Education. This is because the minister, after questions in parliament, wished to have a greater clarity about the quantity and quality of traffic education. The part of the study dealing with the availability of traffic education must provide a representative picture. It must be representative for the first three years of secondary education, for various subjects relevant to traffic education, and the various forms of education. This availability will also be compared between provinces (of which there are 12). In this study, teachers in different types of schools will be asked to complete a questionnaire. The questions are about time spent on traffic education in general, and road safety education in particular. Furthermore, there are questions about the extent in which use is made of subject lesson material or specific traffic lesson material or traffic project material. Teachers will also be asked what their opinions are about the material, and if they think that more time should be spent on traffic education. Finally they will be asked about their experience with supporting organisations, and their need for such support. The various steps in the abovementioned part of the study are described in this report. These are a) the design of the questionnaire, b) how the sample was drawn (5,400 questionnaires will have to be sent), and c) the processing, analysis, and reporting of the results. The preparation and execution of the study will be done together with the central institute for developing school examinations. The aim is to complete the study in the summer of 1999. The cost of this part of the study are estimated at Hfl. 146,540 (including VAT). The design of the pupil study of the results of traffic education are outlined in this report in general terms. The departure point is the development of a repeatable measuring instrument. Also the knowledge, (cognitive) skills, and attitudes of pupils are determined after their first 2 or 3 years; and compared to the demands formulated by experts in 1998. Using this measuring instrument, an initial situation of the results of traffic education will be determined. This situation could lead to increased efforts to formulate better core goals for the first 2 or 3 years, and renew the teaching. The same measuring instrument can then, in a later phase, be used to evaluate the renewed teaching. The sixteen areas (teaching goals and core goals) of the list with experts' demands, will be worked out in a more concrete form. Questions can thus be derived, and the test as to whether the pupils have successfully learnt, can be constructed. The idea at the moment is that there should be 180 questions. 6,000 pupils will each get 35 of these questions, in different combinations, to answer. Thus can a representative picture of the results of the various types of education be achieved. The education results found will also be compared with the availability of traffic education. How much this part of the study will cost, and how long it will take, has not yet been determined
