Opzet van een maatregelcatalogus verkeersveiligheid

In het verleden is gebleken dat er bij uitvoerders van verkeersveiligheidsbeleid sterke behoefte bestaat aan recente inzichten in de effectiviteit en de kosten van maatregelen. Een overzicht dat de beschikbare informatie over verkeersveiligheidsmaatregelen samenvat, kan in deze behoefte voorzien. Dit rapport beschrijft de te volgen stappen voor de opzet van een maatregelcatalogus die het hele gebied van de verkeersveiligheid omvat. Er wordt ingegaan op de op te nemen informatie, de te gebruiken bronnen voor deze informatie en de wijze waarop toekomstige gebruikers deze informatie op logische een eenduidige wijze terug kunnen vinden. De voorgestelde catalogus gaat uit van de problemen waarmee de doelgroep - verkeersveiligheidsfunctionarissen - het meest geconfronteerd wordt. Welke problemen dit zijn zal nader worden onderzocht met behulp van een beknopte vragenlijst, die wordt uitgezet onder (een representatieve steekproef van) de doelgroep. Aan de hand van de geretourneerde vragenlijsten wordt een ranglijst opgesteld van de meest voorkomende problemen. Een werkgroep van experts zal voor de top 50 van problemen schema's opstellen voor de selectie van de meest geschikte maatregelen. Deze schema's worden als zoekstructuur in de catalogus opgenomen. De maatregelen waarnaar in de schema's wordt verwezen, worden in de catalogus beschreven aan de hand van een aantal vaste kenmerken: de doelstelling, een beschrijving van de inhoud, een foto of situatieschets, de toepasbaarheid in bestaande situaties, de kosten, de effecten (inclusief kwaliteitsoordeel), de neveneffecten, een kosten/baten-analyse, de overlegstructuur, voorbeelden en literatuurverwijzingen. Bronnen voor de beschrijving van de maatregelen zijn in eerste instantie de ASVV1996: Aanbevelingen voor verkeersvoorzieningen binnen de bebouwde kom en het Modulenboek: Gedragsbeïnvloeding in de regio. Tevens wordt per type maatregel nagegaan of andere catalogi extra informatie bieden. De publicatie zal worden aangeboden via Internet, bij voorkeur via een link van de KEVER-site die momenteel wordt opgezet. De bezoeker van de catalogus-site start het zoekproces door de selectie van het op te lossen probleem. Vervolgens wordt hij/zij door selectieschema's naar de - voor zijn/haar situatie - meest geschikte maatregel geleid. De beschrijving van de maatregel is het eindpunt van het zoeksysteem. Het feit dat niet iedere verkeersveiligheidsfunctionaris de beschikking heeft over een Internet-aansluiting kan ondervangen worden door de informatie ook op GemNet aan te bieden. Daarnaast is het mogelijk de informatie samen met een browser op CD te plaatsen.
Design of a road safety measure catalogue In the past it was evident that those involved in implementing road safety policy wanted very much to have recent insight in the effects and costs of road safety measures. An overview containing the available information could answer this need. This report describes the steps that need to be taken to design a road safety measure catalogue that covers the whole road safety area. The following subjects are dealt with: the necessary information, the sources to be used of this information, and the way in which future users can logically and unambiguously find this information. The suggested catalogue starts from the most common problems that the target group (road safety professionals) is confronted with. What these problems are, will be studied by means of a short questionnaire, which will be circulated among (a representative sample of) the target group. The completed questionnaires will then be used to produce a list of the most common problems. A working party of experts will then make flowcharts of the top-50 problems to select the most suitable measures. These flowcharts will be included in the catalogue as searching aids. The measures indicated by the flowcharts will be described in the catalogue. This will use a number of fixed characteristics: purpose, description of what is involved, a photograph or sketch, applicability in present situations, costs, effects (including value judgement), side-effects, cost-benefit analysis, consultative structure, examples, and recommended references. The sources for the descriptions are two Dutch publications. Furthermore, it will indicate if there are other catalogues in which additional information for each type of measure is given. The catalogue will be offered via Internet, preferably via a link from another Dutch road safety information website currently being developed. The visitor to the catalogue site starts the searching process by selecting the problem to be solved. Next, he/she will, via selection flowcharts, be lead to the most suitable road safety measure. The measure's description is the end of the searching system. The fact that not all road safety professionals have a link to Internet can be solved by also offering the information to a computerised information system for municipalities. Moreover, it is possible, together with a browser, to put the information on a CD.
