The infrastructure is a definite factor in road safety. The risk of a fatal or severe crash is closely related to the design and layout of road segments and intersections, optimal tunnel design, road user route choice, safe crossing facilities, etc. Infrastructure measures can therefore substantially improve road safety.
Crashes happen everywhere in the network of roads and streets, but some locations have more crashes than others. The question is whether this is purely random or whether there are specific factors that contribute to there being locations where more crashes occur.
