High-risk groups
Some road users have a higher than average risk of being severely injured in a crash. This can be due to age or lack of experience, but it can also be due to the transport mode. Road users who have no vehicle and thus have no shell at all and those whose vehicle does not provide an external shell around them are vulnerable road users. The vulnerable road users therefore are pedestrians, cyclists, moped and light-moped riders, and motorcyclists.
