Research of the Norwegian Public Roads Administration (1994) shows the following:
a) in all Western countries, it is the police that is responsible for registering road accidents;
b) a central institute gathers and processes the data in a database.
The registration is nearly always limited to injury accidents.

Furthermore, in spite of the aim to harmonise, the differences in definitions and procedures are so great that the registration rates of the countries can hardly be compared.
Because of the large under-registration of the ‘light’ modes of transport, the average registration level in a country is partly determined by the amount of bicycle and pedestrian traffic in that country. It is also the case that accidents involving only one (moving) vehicle are registered much less often.
