Measuring method

Speed measuring has been carried out since 1988. For this purpose a selection of locations is used. This selection used to consist of 4 locations with a 100 and 10 with a 120 km/h limit. In mid-2007 the number of locations has been increased to 8 with a 100 and 21 with a 120 km/h limit (see map below).

These locations were chosen from the total of 100 locations based on their being located on undisturbed road sections with a good traffic flow. Therefore, after testing against the requirements, locations on slip roads, in the immediate vicinity of bridges, tunnels etc. have been excluded. Average speeds per hour are determined which are then calculated into monthly averages.

The measuring equipment which is used gives the averages of all values measured per period of 60 minutes (an hour). If during one hour the average car speed is below 75 km/h, the measurements for this hour will be eliminated. Because congestion rarely lasts for a whole hour, the loss due to rush hours is relatively small (c. 1-2%). On the basis of the volume distribution, the monthly average is calculated for each location.

 

This calculation method has been used since 1994. Before that year, a somewhat different method was used. For those years, SWOV, together with the Directorate-General for Public Works and Water Management, applied a conversion factor, so that a longer time span is still available.

 

It must be noticed that the sample of 100 km/h locations is rather small. This can be the cause of accidental fluctuations.

Furthermore, the data shows that the average speed of solo lorries on roads with a 120 km/h limit is not only considerably higher than the maximum allowed speed for lorries, but is increasing. This is probably due to an increasing number of delivery vans with a length that just puts them in the lorry category (>5,60m). However, the maximum speed for these vans on motorways is that of cars: 100 and 120 km/h.
