Can demerit points systems increase road safety?

A demerit points system is one in which offenders, in addition to the usual punishment, have demerit points imposed on them that can eventually lead to a (temporary) withdrawal of their driving licence. While demerit points systems have been introduced in many countries, the Netherlands has only had a simple system for novice drivers since 2002. The demerit points system can count on a lot of support from the population because many consider it justified that recidivists are more strictly dealt with, and expect such a system to lead to an increase in road safety. However, international studies show that their road safety effect is limited.
