Cost effectiveness
Cost effectiveness considerations are extremely difficult because it is impossible to establish an accepted socially responsible means of measurement (money as opposed to such things as the consequences of accidents). Nevertheless, a number of studies have succeeded in establishing that many applications that may positively affect safety would be very cost effective for the government while being scarcely if at all cost effective for the consumer (who pays for them and maintains them).
