Do light railways fit within Sustainably-Safe?

Light railways are 'tram-like' trains or 'train-like' trams. They are a new vehicle type that falls outside the current Sustainably-Safe vehicle types. A light railway is a railway that is directly linked to a tram on the same rails as a tram or metro line in urban areas. The difference with trains is that before-and-after transport is hardly ever necessary. There are advanced plans for light railways in various regions. According to these plans, light railway vehicles will make use of both separated railway sections and urban rail infrastructure (existing tram links) with level crossings. The chance of crashes between city trams and express trams (including the light railway vehicle type) and cyclists and pedestrians is relatively great. The question is whether, and if so how, light railway lines fit in a sustainably-safe traffic system.
