Mopeds and light-mopeds
Of all categories of road users in the Netherlands, (light-)moped riders have the highest crash rate. Over the years many measures have been taken to lower this rate. The most recent measure is the licensing of (light-)mopeds, which makes more efficient enforcement possible. It is too early yet to see the possible effects. Some years earlier, a theoretical examination, the theory certificate, was introduced for (light-)mopeds. This is insufficient guarantee for safe traffic participation. In 2008 a practical examination will also be introduced in the Netherlands.
