Road safety policy

For a long time road safety policy in the Netherlands has had its 'own' plans: first the National Plan and later the Multi-Year Road Safety Plans. The Traffic and Transport Plan Act of 1998 placed road traffic safety in a National Traffic and Transport Plan. This covers all kinds of traffic and transport and policy goals for accessibility, liveability, and safety. This law also determines that lower levels of government draw up the traffic and transport plans for their own (provincial, regional, and municipal) areas, taking the essential parts of the national plan into account.

 

The current National Traffic and Transport Plan is entitled the 'Mobility Policy Document' and was drawn up in 2005. The Mobility Policy Document is an elaboration of the Spatial Policy document which also covers traffic and transport, but pays special attention to the consequences for spatial planning. Road safety is no issue in the Spatial Policy Document but it is included in the Mobility Policy Document.

 

Based on the Mobility Policy Document, the Ministry of Transport presented the Strategic Plan Road Safety 2008-2020 to Parliament in July 2008. The Plan was discussed in September 2008 and found wide support in Parliament.
