Campaigns and Awareness-raising Strategies in Traffic safety
Objective of the project
In its attempt to reduce the number of road fatalities by 2010, the European Commission signalled a need for clear guidelines on the design, implementation and evaluation of road safety campaigns. In order to fulfil this need, the European CAST (Campaigns and Awareness-raising Strategies in Traffic safety) project was started. The project, coordinated by the Belgian Road Safety Institute (IBSR-BIVV), was carried out by a consortium of 19 partners. The ultimate goal of CAST was to contribute to reducing the number of road fatalities and injuries by improving upon the effectiveness of road safety media campaigns. Therefore, CAST set out to make clear guidelines and tools to encourage the proper design and evaluation of road safety campaigns in all European countries and beyond.
SWOV contribution
SWOV's main contribution was to the quality assurance process. In the role of quality officer, SWOV formulated a number of guidelines to regulate the review process for the public CAST reports. These guidelines were designed to ensure that each product could be judged on its individual merits. SWOV supervised the review process and joined the outcomes of the individual review processes into a quality assurance report. A number of reviews were also carried out by SWOV. Furthermore, SWOV was a member on the steering committee.

Results/publications
The main publications within the CAST project were a manual, an evaluation tool and a reporting tool. Other publications include a meta-analysis, road user model, and typology and comparisons of evaluation and research methods.
